Paul is a retired 32-year law enforcement veteran, including 27+ years with the Long Beach Police Department, retiring as a Commander. He later served as Chief of Police for Hermosa Beach (2020–2025).

• Perfect attendance with zero sustained complaints
• Nationally recognized leader — 4× speaker at the IACP Annual Conference
• Led Hermosa Beach PD to full staffing, a waiting list, and 100% retention during a 5-year tenure

Paul has been with Embassy since its founding and has taught numerous courses for the organization. He currently facilitates the Civilian Leadership Institute, De-Escalation Strategies, Customer Service Training, and the Instructor Development Course.

Paul is a graduate of Cal State Long Beach (Communication Studies), with a master’s in Management & Organizational Leadership from American Military University and a graduate certificate in Criminal Justice from the University of Virginia.
