Lawrence “Larry” Horak, a seasoned law enforcement professional, began his career in 1980 and retired in 2015 as the Chief of Police for the Margate (Florida) Police Department. Prior to serving as Chief, he was a Special Agent with the Federal Bureau of Investigation (FBI), investigating violent crime, civil rights violations, and public corruption.

 

Larry is a graduate of the FBI Academy, the FBI National Academy’s 239th session, and the Southern Police Institute Command Officers Development course. He has also graduated from or completed various other professional and technical programs to further hone his skills and expertise. Larry holds both Associate and Bachelor’s degrees in Criminal Justice, as well as a Master’s in Public Administration from Florida Atlantic University. In addition, he is a licensed private investigator (PI) and the owner of his own agency.

 

In 2001, Larry’s passion for teaching led him to become an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. Over the years, Larry has presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA). He has also served as an expert witness and consultant in areas including internal affairs, agency accountability, disciplinary practices, and administrative procedures.
