Civilian Leadership Institute (CLI) is a five-month program designed for civilian public safety employees who are current or aspiring supervisors and managers. This leadership training equips participants with the essential skills and strategies to become engaging, effective leaders within their organizations. With bi-monthly sessions held over five months, participants will engage in interactive learning, discussions, and skill-building on key topics including leadership styles, managing difficult employees, emotional intelligence, team building, conflict management, and effective communication. These focused development opportunities are tailored to enhance leadership capabilities and empower participants to tackle challenges confidently.
CLI offers a transformative experience that helps participants discover their strengths, overcome self-doubt, and become more confident leaders. A lot of effort and planning goes into every CLI class to present the highest level of civilian leadership training in the public safety profession. The demand for seats in each class is very high and, in most classes, results in a waiting list for a spot to open up. Therefore, the following Payment, Refund, and Transfer Policy has been implemented to maintain the integrity and quality of the CLI program.

If invoiced, you must pay the full tuition within 30 days of receiving the invoice to secure your spot in the class. You will be removed from the roster if your payment is not received within 30 days.
As a general rule, there are NO refunds. Under extenuating circumstances, a refund may be authorized if the request is made directly from the Chief of Police, Sheriff, or agency head and in consultation with the Vice President of Training and Operations, Scott Robertson.
Transfers to future CLI classes will generally be discouraged. However, transfer requests will be considered under certain extenuating circumstances (family emergency, medical issue, etc). Transfer requests must be made in writing by an authorized representative from the agency/organization (other than the participant). They will be considered for approval by the Vice President of Training and Operations, Scott Robertson.
