This comprehensive five-month leadership program titled Civilian Leadership Institute is designed specifically for civilian public safety employees who are supervisors/managers or aspiring to become a supervisor or manager, working for municipal, state or government agencies.
The goal of the Civilian Leadership Institute is to provide participants the opportunity to develop skills and strategies to become engaging and effective leaders in their organization.

A lot of effort and planning goes into each and every CLI class in order to present the highest level of civilian leadership training in the public safety profession. The demand for seats in each class is very high and in most classes result in a waiting list for a spot to open up. Therefore the following Payment, Refund and Transfer Policy has been implemented to maintain the integrity and quality of the CLI program.

If invoiced, you must pay the full tuition within 30 days of receiving the invoice to secure your spot in the class. If your payment is not received within 30 days, you will be removed from the roster.
As a general rule, there are NO refunds. Under extenuating circumstances, a refund may be authorized, if the request is made directly from the Chief of Police, Sheriff, or agency head and in consultation with the President of Embassy Consulting Services, Josef Levy.
Transfers to future CLI classes will generally be discouraged. However, transfer requests will be considered under certain extenuating circumstances (family emergency, medical issue, etc). Transfer requests must come, in writing, from an authorized representative from the agency/organization (other than the participant) and will be considered for approval by the President of Embassy Consulting Services, Josef Levy.
