This day-long event will bring together a diverse group of professionals that include educators, administrators, law enforcement and school safety professionals to collaborate and work together towards creating and fostering a safe and secure learning environment.
Across the nation, school officials are entrusted with building and maintaining a safe, respectful and inclusive learning environment. However, across our nation, we are seeing violence being perpetrated in many of our educational institutions.
Our Safe Schools Summit is designed to bring together a diverse group of stakeholders to provide education, awareness and knowledge to help create safe school communities.
The summit will present a robust lineup of presenters and will feature nationally renowned speaker Antoinette Tuff and her inspiring true story of how she saved 870 children at an Atlanta school, which was under siege. As the nation faced yet another Sandy Hook story of tragedy, Antoinette rewrote the ending after facing her own pain, hurt, and rejection, yet held onto grace, faith, and hope. A hope that anchored her in the most high-stakes moments, a grace that allowed her to empathize with a hurting armed suspect and a faith that gave her the courage to love him back from the brink.

After 9/11, he was appointed as the Counter-Terrorism Coordinator, playing a key role in developing safety initiatives for major events like the Rose Bowl and Rose Parade. In 2020, John led a major reorganization within the Pasadena Police Department, modernizing policing models and improving crime reduction strategies.
Notably, John has been twice awarded the prestigious Chief’s Medal of Excellence and has received numerous commendations for his outstanding service over the years. These accolades further highlight his unwavering commitment to public safety and servant leadership, making him an invaluable asset to any organization with a desire to learn more.
With a Bachelor’s in Criminal Justice, a Master’s in Behavioral Science, and a Doctorate in Public Administration, John’s expertise in leadership, critical police incidents, and organizational culture is in high demand. We are pleased to welcome Toby Darby, a highly accomplished law enforcement professional with over 30 years of service, to Team Embassy! Toby currently serves as a Captain with the Glendale Police Department, where he has had a distinguished career, including 19 years on the department’s SWAT team. He also served four years in the U.S. Air Force. Throughout his career, Toby played a pivotal role in high-impact operations, including service with the Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force, the High-Intensity Drug Trafficking Areas Program, and the U.S. Marshal`s Regional Fugitive Task Force.
Toby has been a recognized leader and instructor in law enforcement, teaching critical skills such as active shooter response tactics for a California POST-approved SWAT school. He also facilitated the California Association of Tactical Officers (CATO) Critical Incident Leadership Course and the Strategic Leadership Program. As a board member for CATO, he continues to shape the future of tactical leadership in law enforcement. His extensive background in tactical operations and leadership has earned him a reputation as a trusted expert in the field.
Toby holds a Bachelor of Science in Criminal Justice Management and is a graduate of the Sherman Block Supervisory Leadership Institute (SLI) and CATO’s Strategic Leadership Program. Now focused on teaching leadership courses for critical incidents, Toby is passionate about preparing the next generation of law enforcement leaders.

🚨LAWRENCE "LARRY" HORAK JOINS EMBASSY CONSULTING SERVICES! 🚨
We are pleased to welcome Lawrence "Larry" Horak, a seasoned law enforcement professional, to team Embassy! Larry began his career in 1980 and retired in 2015 as the Chief of Police for the Margate (Florida) Police Department. Prior to his role as Chief, he served as a Special Agent with the Federal Bureau of Investigation (FBI), investigating violent crimes, civil rights violations, and public corruption.
Larry is a graduate of the FBI Academy, the FBI National Academy (Session 239), and the Southern Police Institute’s Command Officers Development course. He has also completed various other professional and technical programs to further develop his skills and expertise. Larry holds both Associate and Bachelor’s degrees in Criminal Justice, as well as a Master’s in Public Administration from Florida Atlantic University. Additionally, he is a licensed private investigator (PI) and the owner of his own investigative agency.
In 2001, Larry’s passion for teaching led him to become an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. Over the years, Larry has presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA). He has also served as an expert witness and consultant in areas including internal affairs, agency accountability, disciplinary practices, and administrative procedures. ⚖
