Court & Temporary Holding Facilities Title 15 Training

The Course is a basic overview of Title 15, as it relates to Court and Temporary Holding Facilities and Adult Type 1 Jails. Through lecture, facilitated discussion, shared experiences and case studies, the participants will develop a working knowledge of the regulations established in Title 15 guidelines and special requirements as they relate to juveniles. Participants will also be able to identify potential legal ramifications if they fail to adhere to those regulations. Participants will develop the insight to analyze their current department policies and procedures and identify risk factors that may lead to non-compliance. Participants will also gain a general knowledge of the different types of jail inspections and their role within the inspection process.

Presenter:  Investigator Terrance Burton – Orange County Sheriff’s Department

Investigator Burton has been employed with the Orange County Sheriff’s Department for 12 years. While assigned to Corrections, he was an assistant team leader for the Emergency Response Team and part of the Classification Unit. While serving on the Jail Compliance and Training team, he ensured all jail deputies were in compliance with Title 15 standards and procedures.

Investigator Burton has worked assignments in patrol, the Tactical Training Center and has instructed classes on Less Lethal Weapons, TASER, Law Enforcement Driving Simulator, and Force Options. He has also worked for the Strategy Accountability Focus Evaluation Unit where he was responsible for risk management of Custody, Courts and Patrol. He is currently assigned as an Investigator and still serves as an instructor for his department.
